It's OK but not great. Those bolt-on skewers dont have the same grip that a bolt-on hub has, but for occasional use you can get away with it. Most referees will let it pass. The track and road hubs from that vintage are generally the same and starting out, you don't need to worry about it. It's not something I'd do personally any longer, because hollow quick release axles tend to flex and bind more, and sometimes simply bend (the metal in the old Nuovo Record/Super Record axles wasn't the greatest), and You can find yourself in a situation where the track is putting a lot of torque on your hub. But people do it and I've never seen it screw up in any catastrophic way.
