sophistic debate on the merits of straddle overtaking is a ruse, a dodge, and are not mentioned in the baltimore bike study. Close passes witnessed in the study
might have been partial lane overtakes, and would be a likely result from limited space for overtaking.
This however, was a non issue along the bikelaned streets of Baltimore.
