A couple of reasons, actually:
1. Some people don't want to change clothes at all, so they'll wear their work attire while on the bike (and hope they don't get too dirty).
2. Some people like to have protection past their knees while riding. Road rash on the knees suck (and that's from experience
).
I'd like to try knickers myself, but cycling specific ones are too pricey.
