If i pulled over for every person i saw taling on a cell phone I would never get anwyhere. Of 30+ cars that might pass me while climbing the Startsville hill - i would say at least 5-10 of those very easily could be talking on a cell phone or applying makeup.

Looking behind you or using a mirror to see what is behind you is good because you know what's behind you. Be it a cyclist that is pounding down on you at twice your pace, a semi-truck, a car driving in the shoulder because he is trying to let somebody pass, etc. Since numerous cyclists that I see and hear are always caught in some sort of reverie / daydream land I would assume that anything that might make them be more aware of what is going on - would be considered bad by them.
