The number that you'll find helpful is that 1"=25.4mm

So.... 25.4x1.25= 31.75. a 32mm tire is closest to 1.25"

Also second/third that 700 and 27 are incompatible rim/tire sizes. a 700c rim will have a 622 bead diameter.
