I agree with your comments re. PW. Perhaps they are transitioning into selling complete wheels now.
You may be surprised how many USA LBSs are no longer competent or willing to rebuild wheels these days. A lot of the minority of LBSs that still do "build wheels" actually contract them to someone else. They would rather sell you a new wheel. Many LBSs now do a significant amount of etailing (internet sales) and consequently focus less on service.
