I'm guessing that he converted it to drops because he was using it as a touring bike of sorts. I think a few of the guys here on the forums use MTB frames for touring bikes.
That's a great deal for a Mt. Whitney, I rarely see them for less that $400. Having said that, I can't imagine it rides like anything other than a tank, the angles look like the bike in your avatar
, but with longer chainstays.
