Possibly, you may actually be able to fit both the 21 and 23. If so, the smaller frame will give you a more aggressive position (saddle higher relative to the handlebars.) I would test ride the 21" and see how you like it. Set the saddle height using the method in this video before the test ride (ffwd to the 1:50 mark.) If it feels too small than seek out a 23" to test ride.
