If you want a project...AND...the seller makes good with a substantial refund, I would think you could beadblast the BB shell and machine out the rot and/or fill the area with brass.

This will require some repainting of course.

A BB shell is a pretty beefy thing.

Bottom line though, you didn't get what you paid for, so you need to decide your own level of comfort with the project.
