When you get the bolt and wedge sorted out, don't forget to put a generous film of grease on the quill stem and wedge so that they do not become frozen into the steerer tube due to time and corrosion. It is also vitally important that the stem is not inserted too deeply into the steerer, to avoid wedging the stem in a tapered part of the steerer, where it can come loose unexpectedly.
