I seem to remember "The Book" suggesting that you should bring the wheel up to its final tension
without a tire mounted. I think it said that the tire pressure does indeed affect spoke tension a little (reduces it, I think). Going by that reasoning, if you were to tension them with the tires mounted, they would be overtensioned as soon as you removed them. Maybe someone with ready access to the book could verify this?
