Electric or no, that's a moped. And those pedals are really not functional. They will propel the scooter forward, but you won't make it more than a block or two.
Aside from the handlebar grips they are no parts on that machine common to a bicycle; it's a moped.

Another problem with those kinds of scooters is that they are way underpowered for their weight. It's an electric scooter that has had some pedals just thrown on it and the motor de-tuned so that it may skirt bike laws in jurisdictions that have not updated their low powered electric vehicle regulations.
