There are no rules but bikes designed for racing tend to have a short wheelbase and steep head tube angle. Also, they tend to have shorter head tubes to allow the bars to be lower.
In the old days there were "stage racing" geometry bikes and "criterium" bikes with the crit bikes tending to be the stiffest and quickest handling.
Any road bike geometry is a compromise one way or another and any decent bike can be raced.
