The norm for choosing the minimum tire width is to messure the internal rim width then choose a tire 2mm bigger "example" if the internal rim width is 23mm you can fit a 25c tire. I have for along time used a 23mm tire on a 23mm internal rim with no trouble.
I dont know about the schrader tubes for 28 tires but I haven't looked ether.
