Call me old fashioned or whatever, but I was taught that when you get behind the wheel of a car, you take responsibility for operating it properly, which includes cleaning off the windows so you can see out of them.

Yup that is pretty much the way things are... motorists in such situations are being charged with "remorse." And unless there is a civil trial, they pretty much get away with killing with a motor vehicle.
Now the particular scenario you proposed might just upset a community a bit more...
like the old guy that plowed through a barrier and killed a bunch of folks at a farmers market.
That driver was eventually charged...
