You've been seeing this for a few YEARS?!!

I don't think it's really "dry rot" but cracks and crazing in the tread rubber due to aging, flexing and light exposure. As long as the casing isn't affected, the tires are safe to use. Once the cracks extend into and expose the casing cords, the tire should be replaced.
