Riders shall be strictly forbidden to deviate from the lane they selected when launching into the

sprint and, in so doing, endangering others

The rule is simple, the enforcement is subjective. What would've been allowable is for Ferrari to position himself safely ahead of (or next to) Cavendish and THEN launch his sprint. But if you're boxed in, tough cookies.
