You have discovered the downside of these wide range cassettes, particularly the insistance on 11T small cogs. They have BIG holes in the middle. For 10-speed, Shimano's 12x25 or 12x27 cassettes (any group) are straight blocks with 1 tooth increments from 12 to 17T and only 2 tooth jumps to the 21T.

For 9-speed, the ideal is Shimano's 13x25 but these are hard to find. The 12x25 or 12x27 9-speed give up the 16T cog which I really use a lot.
