That's a decidedly non-vintage/classic Cannondale Capo with a (now discontinued) SRAM T3, shifted with a low-spec Shimano LH triple brifter (and yes, that's a tandem length shift cable!)
Today, I'd probably use a Sturmey-Archer S-RF3 with their factory bar end shifter, but there are a lot of good ways to skin this cat.
