The Fuji is way to small, just judging by the pic. I usually look at the gap at the headtube where the top and downtubes meet, to make a quick guesstimate of frame size. Of course that varies according to tubing diameter and type of bike.

This may help to give you some idea of frame size: here are my road and mountain bikes. I am 5"7", with fairly short legs for my height.
