Nope. That's not hi-ten, that's 4130, which is better known at Cro-mo.
High tension steel (high tensile, or hi-ten) would not have the chromium or molybdenum in the alloy. It's strong, but hi-ten makes a plenty heavy bike.
Note that Fuji's alloys are proprietary, so 441 is a Fuji alloy. It's cro-mo offerings were often called val-ite.
