Advantages? Very slightly lower rotational weight - go out and price high-end 650C wheelsets and 650C tires, you'll see their gram weights are less than the 700C...
There's a much slimmer selection of 650C tires - the market for them is probably 5% of the number of 700C tires sold every year.
