New York varies greatly to the amount of snow received and how cold things are by location. In 2001, I moved from the southern border to the central portion. At mid-winter, Syracuse had had 100+ inches of snow, and Elmira had had 13 inches of precip, the bulk of which was rain.
And living on the northern border is a whole different degree of cold than even Syracuse. Less snow, lower temps, and lots of Scandinavian or Canadian accents. Oh golly.
