Riding with "bum bars" on a tatty free bike sounds more like the latter. I see guys like that all the time. They live in the riverbed.
Beats the heck outta me. He made it sound like he rarely rides and shows up in full spandex pants. No kit jersey because it was too cold. He did say the bike was given to him last year and he wanted to ride it on this particular night.
The seat was a decent roadie seat from back in the day (padding) but was unusual that it had coils like something out of the 50's.
