Also, were should the handlebars be set at height wise comparison to the seat? The previous owner has the handlebars way above the seat height and fills very uncomfortable to me. I'v never owned a hybrid before.
The handlebars and bar-ends should be set at the height & position that's most comfortable for you. At least that's how I set mine.

Trial & Error. Fine-tune it until it's perfect for you.
