I don't know that there is a whole lot of truth to the idea that lugged is "better". Lugged is certainly more expensive, and, IMO, looks better in many cases. But, a bike is still only as good as the materials its made of and how well its been put together. Poorly welded lugs certainly don't compare to excellent TIG welding. I doubt that one could feel the difference either, but I am no expert in this area either.
