Sure, I'd buy a steel bike, if it was better than the one I already have! I daydream about a Colnago Master, but mostly for esthetic reasons.
The OP didn't mention for what purpose the bike was for, but it's implied to be club rides & perhaps racing. If you move outside that narrow spectrum, there's lots of applications where steel is preferred, or at least, carbon is not widely used. Touring, commuting, even track bikes come to mind.
Frame material is really only one piece, anyway. Geometry, wheels, even tire size all matter, too.
