Buying a steel bike does not limit going fast. The difference is, in racing, seconds, sometimes inches matter. An aero CF bike might get you that over a great steel bike over a 100mi stage. On your fast club ride, you will likely never know the difference. In fact, you might even prefer the steel bike for the ride feel as well as its lightness and stiffness if that's your personal preference.
Well put. In fact, for many of the local race rides, I prefer my 531c Gazelle with 32 spoke box rimmed wheels over my aluminum Cervelo Soloist with Ksryiums. Why? Bad pavement and heavy crosswinds.
