I then remembered that someone mentioned they have an ability to angle backwards preventing said heel strike. The hook on the bottom that i had expected to hook to my rack actually swings up and clips on the back of the rack and like magic, the heel strike is gone.

Bought these last night, put it on my bike for the commute this morning.

No problem with heel strike, and I didn't attach the hook on the back of the rack, twisted it around the side and secured them. Or so I thought...things were fine after a few bumps, but after I hit a dip that I always go over, one side came loose. Thank whomever, but the hook did not catch on my spoke. The more empty bag did get partially caught between my wheel and the rack. I wasn't too far away from home, so I went back and switched back to my old crummy pannier and backpack.

Now that I know how they're supposed to attach, don't know whether to do it the right way, or just return them and get the Ortlieb Backrollers at REI instead. They are slightly more than the Timbuk2 bags, but I've never read a bad thing about them, and it may be worth it not to put up with any hassle.
