Everything you said is true except that it is a great bike! I commute on mine, but I don't like it with panniers because of the reasons you mentioned. I use a back pack. I would go with a Long Haul Trucker if you want to use panniers. I love my Cross Check but a high center of gravity (high bottom bracket) and short chain stays are not conducive to loading it down.
