I purchased this bike used. Its a 2006 year and I want to raise the handle bar. I have no idea how to do this or what tools I would need. The user manual doesn't give instruction and says to take it to a shop for this kinda work. I'm hoping someone can provide some assistance.

Do I need to do anything with the two screws in the top left pic or the screw in the bottom left pic?
Bottom right pic, it looks like I can take the handle bar up one notch. How can I do this? Do I need to loosen one side while holding the other side tight? Tools, etc.
