I ordered once from XXcycle and my parts arrived in about 2 weeks and were as I expected. Their website is confusing, so you have to be careful to make sure you are ordering what you think you are.
Stronglight.com lists two tandem cranksets - Impact (square taper) and Z'Light (ISIS).
Spa Cycles shows they can get the Z'Light, and you can get it with 170/165 cranks. I'm not sure if Spa will ship internationally. You might also consider a contacting a European shop that deals in Stronglight and ships to the US. They may be able to special order something for you.
However, if it were me, I would probably be looking at the DaVinci cranks.
