I've seen my share of public urination/defecation in several states. The most recent was a homeless woman just off a trail. We surprised her when we rode by. It's probably rare for traffic of any kind on that trail, so she thought she wouldn't be spotted.
Off on a trail, behind a tree or something - I can understand that. When ya gotta go, ya gotta go.
But the woman I saw was bent over @ 6:00 p.m. at a well used transit center. There are always people there waiting for a bus. That stop services three popular runs and one not-so-popular run.
She couldn't have been more public if it was noon in front of the county courthouse and she was screaming "Look at the distance I get!!!! Look!!!!! How's that for distance!!!!???!!!???"
