Could be for spare spokes. you hook the spoke heads on to the bottom of the waterbottle cage (or similar pair of eyelets or hooks on the down tube) and insert the treaded ends into these eyelets. The spare spokes should easily bend over the BB and cable guides and the tension created by the bend kept them on the bike.
Just my guess.....
