It doesn't account for large-frame people, small-frame people, torso size, muscle size, etc. All it is, is a calculation based on your height and weight. A body builder, or someone at a perfectly healthy weight that happens to have a long torso and short legs will both show as "overweight" or maybe even "obese".
i think the weight range for a given height is the method it uses to a account for the variations.
