Actually, if CO2 was an ideal gas, then the temperature would not change as it left the cartridge. It cools as it expands because it is not an ideal gas.
CO2 is not an "ideal gas" under the conditions in the cylinder. Actually most of what's in the cylinder is a liquid and it cools as it vaporizes on release.
