Consider wider rims and tires at lower pressures if you want a better ride over chip-seal. Wide rims ( e.g. HED, Velocity A23, Zipp...) can be run with about 10 psi less in the tires. Go to a 25mm instead of 23mm tire on the wider rim and you could lop off another 10 psi or so.
Yup...do what's highlighted in bold with a carbon frame and now you have a comfy bike on chip seal.
