I think these numbers are a little misleading. $398 may well be the average amount *spent* by bikers annually, but I don't think it it actually represents the *cost* of biking annually. I got a flat yesteday and have ordered a new tube; that $7 (it's a Schwalbe tube) is a cost of biking. I also recently ordered a $220 bag for one of my bikes because I thought it would look better on my bike than the existing perfectly functional bag. I don't think that's really part of the *cost* of operating a bike, although it's certainly part of why I'll spend much more than $400 this year on bike stuff.
