newb question scrod...

I installed FSA The Pig loose ball headset today

The instructions would indicate both bearing cages, balls face the cups but it sees that the upper bearing faces down into the cup and the lower bearing also faces down to the race... Flipping the lower bearing to face up toward the cup doesn't seem like the proper fit

I left the lower bearing facing down. Is that correct?
