I used a good mess of rubber cement to slide my Pedro Prayer Stix on. They specifically say to use rubber cement and not hairspray or any other product containing alcohol to get them on. I love them and they're on solid now, but it literally took something like a couple of weeks for them to stop sliding around.

edit: this was on my mtb, by the way. I can't imagine trying to get them all the way down to the stem on a set of bullhorns or drops. Have I mentioned that I love cork tape? It does it all.
