It really doesn't look like there's any way to put anything near enough torque onto some of the pieces. A screwdriver type tool would not be sufficient, you need a lever, unless you have insanely powerful hands.
Since you need to carry some kind of pump or inflater anyway, at minimum you're going to have a CO2 inflater in a seat pouch, at which point you can put a normal multitool and a spare tube or patch kit in there anyway. I think the market for this would be ridiculously narrow.
