IIRC: it was painted by Jevelot back in the 80's. I'm not sure what kind of lugs are on there. They're actually kinda crude looking. I traded my wife's bike (Motobecane Nomad) for it. It was intended to be for her, but it turned out to be a little too big for her, so I got her a smaller frame & commandeered this one for myself. It's my around-towner. Hers' looks just like it, but no chrome lugs...a Bianchi.

Have fun w/ this one. Pics when completed. I have a frame that's going to need painting soon. I'll have to check-out WC Powder Coating. South San Francisco's only 5 min away from me......
