If the OP isn't rushed, this is the right strategy. This bike would sell for somewhere in the mid-to-upper $200s here, with the right marketing. Without a complete rebuild, more toward the lower $200s. Buyers don't want to fix things - they want them show room correct for the first test ride.
BTW, the bike weighs over 26 lbs. Back in the mid-1970s, we didn't think too much of the LeTour - sort of an awkward attempt by Schwinn to compete with better European (and Japanese) offerings at the same price point. They got a bit better in the 1980s. This one is in that in-between phase. Just saying...
