Since you need to carry some kind of pump or inflater anyway, at minimum you're going to have a CO2 inflater in a seat pouch, at which point you can put a normal multitool and a spare tube or patch kit in there anyway. I think the market for this would be ridiculously narrow.
While I agree that the tool needs some way to generate leverage, I don't agree that people need to carry pump/inflator/tube anymore. With shielded tires these days, the risk of flats in most conditions is very low. Although I'm not one myself, I can imagine an "urban minimalist" not wanting to carry a bag or anything. Heck, I don't have to imagine, as 99% of the bikes I see around do not have a seat pack and rolling without any recourse should they have a mechanical failure.
Given the above, I can really see something like this in-bar tool kit being an easy add-on. A simple, articulated handle shaft could provide a means to apply the power we want to tough bolts.
