I tend to agree with the comments, if you ride on a MUP you should assume pedestrians ae going to make unpredictable moves. If you are going too fast to stop, then I'm going to presume you to be at fault. We've all seen these Cat 5 racers tearing through MUPs, they are idiots. If you are moving too fast to make a panic stop around joggers, pedestrians, rollerbladers, mommies with their kids, old people, you should be on the ROAD, yo.
Locally, I stick to the roads regardless, since some of the same clueless people that I contend with on the road are on the MUP, with the exception that they will telegraph their punches much easier in a motor vehicle than when they are walking.
