They allow only authorized recyclers to scavenge the trash.

I live in the barrio. There's an unspoken code about what goes into your dumpster and what goes next to the dumpster. A lot of people make their livings salvaging other's throwaways. I do plumbing work as a side job. Copper & brass get thrown next to the bin. It's not worth my while to save it up, while the metal guy can make a buck off it. As I am the bike guy, I feel free to pick up the bike stuff in the alley. I do my share of minor no charge repairs.
