Ok...you made me go get out the digital calipers and a start checking wheels

CR-18 rims are 18mm hence the CR-18 designation. I checked about 5 different Raleigh wheels and a couple of unknown brands that use the 590 tire size. They varied by a couple of millimeters but most fell in pretty close to 21mm. So your Rigida rims are a bit narrower than the original steel rims.

FWIW I have a city bike that I laced up wheels using the CR-18 in a 700c rim and I run 40mm tires on it. The 26"x1-3/8" tires are 590-37, so 37mm wide...more or less.
