Yes you can, just cut a piece of an old clincher and glue it inside, wont look like super nice but if the piece is long enough it will work. You can use other materials too but it can be done just to save it. Again, wont be like super nice but you will be able to use it.
The boot patch protects the tube from pushing through the hole and pinching off, but it does nothing to keep the cut from splitting open further. That is the real risk with this approach. I wouldn't do it.
