It might be more to the point if they disqualified people for going over the posted speed limit. A road isn't inherently dangerous just because it's possible for a cyclist to go over the limit - there are a few roads near me where I've gone over the speed limit when I've been coasting.

Disqualification as a sanction for going over the speed limit makes a pretty clear statement that it's about becoming a stronger rider rather than flouting the rules. Unfortunately there's no way of knowing whether a rider has been running red lights in a bid to chase the record.
