In cases where a car is in a driveway and blocking the sidewalk, a person in a wheelchair often can't even get around the car without rolling onto the lawn and getting stuck in soft soil, not to mention having to go into the street to pass around the car. If not illegal, it's very selfish and inconsiderate.
